Problem: How to get the tens of thousands of Highway 50 travelers on their way to and from the Bay Area to Tahoe to turn off the freeway and visit Placerville.

Solution: Advertise upcoming downtown events on the Welcome to Placerville sign at Canal Street and Highway 50.

Problem with the solution: Changes to the sign would sully the grace and charm of the little town, rendering it nothing more than a billboard that makes the city appear "desperate."
