In the article, “Drought update given by EID,” Brian Mueller, director of Engineering for EID, didn’t intend to imply that Placer County Water Agency had implemented a surcharge, as they have not done so at this time. He did say that San Juan Water Agency and the city of Roseville were both investigating implementing a surcharge, but hadn’t implemented one yet.
