The reasons for him taking the positions that he does is because he does not have the intellect or aptitude to operate in a logical or rational manner. The methods he uses to survive are verbal attacks on other board members and members of the public.
He does not understand the district policies that are in place to prohibit him from taking these actions. The board president does not take control and stop Scott McNeil’s unethical behavior. He has verbally attacked female members of the board and members of the community.
At the June board meeting he was completely out of control. He got in my face, stating over and over again that he wanted me thrown out of the meeting. I tried to explain to him that as one board member he no authority to expel me from the meeting and that I was not leaving. He continued with his verbal threats and demands to me and other members of the community throughout the meeting.
Although all of this was a disruption to the meeting the board president never took control to stop McNeil’s childish behavior. He not only is not an asset to the district, but with this type of behavior he is a real detriment. He should either resign or be recalled.
