Clearly, Mr. Louis has not attended any of the area public meetings on this subject. There have been two complete trips around the county with evening sessions to discuss and share information. Zoning will be specifically addressed the week of July 16th by the BoS and the Planning Commission. Notification of these sessions have been in the newspaper, posted at retails locations in the areas, posted at post offices and and email notification for those who sign up on the county website. Transparency is clearly there for those who choose to find it....

The “ unidentified writer “ of Overinformed. It’s apparent that you have not attended public the hearings that I attended where the moderator denied any comments or questions from the citizens present. We were told that we had to listen to presentations regarding both General Plan and re-zoning without questions or comments. I not only attended public hearings, I attended County EDAC meetings which were hastily cancelled with a hand written note pasted to the County Stairwell. I was refused to comment and told that the same law governing the general plan also governed zone changes. I’ve been wrong before, but you are not only wrong claiming County Transparency and Accountability. You act like part of the smoke screen I’m seeing in this County. At least have the guts to identify yourself. The County EDAC Committee worked on this plan and rezoning for 2 years and the public has 2 weeks to consider. John Edwards proved the difference between legal /illegal and right / wrong. This smells Wrong. I wish you courage. Ernie Louis

Mr. Louis, The updated zoning has been worked on for multiple years by staff and a subset of the economic advisory committee. There is an Environmental Review being prepared in compliance with CEQA for a host of targeted general plan updates and the proposed zoning alternatives are also being considered inside of the same document to save money. The final decisions about all of these changes will not occur until after the range of alternatives have been analyzed and the impacts identified. According to the county presentation that is anticipated as being April next year which results in nearly a year of public comment which is being taken online, in letter format and in public testimony during the life of this required project. It is my understanding that these comments will be available online for the world to see. All of this information was presented at the county's public meeting in my area. It is worth repeating, transparency is clearly there for those who choose to find it....

I would think that if something is transparent, we wouldn't have to search to find it. If these General Plan/Zoning meetings are critical to the future of our community, why didn't we receive mailers or see road signs advertising the meetings, similar to the ones the candidates used in their campaigns?

Ernie and Lori are absolutely correct about the common practice of censoring the public during public meetings. So much for transparency & accountability to "we the people." As for the Scoping meeting held last Thursday in Planning re: DOT & Land Use, you should have seen how fast Kim Kerr made her exit before her feet could be held to the fire about fulfilling 3 promises to provide written responses for specific info concerning related matters. The stakeholders who showed up spoke volumes...Something is VERY WRONG with the whole BIG-BOS picture.

The BOS have been orchestrating planning and zoning for years guided by several lobbyist who aren’t lobbyist but who are very political to the point of sitting on the republican Central Committee. But this is a new tack, and just approved by the BOS. It gives the sweetheart of the new generation of Republican hopefuls unlimited access to all information, all, including your email, but the price was cheap, just $189,000 a year. RESOLUTION NO. 127-2011 OF THE BOARD OF SUPERVISORS OF THE COUNTY OF EL DORADO Assigning Responsibility for the role of County Chief Technology Officer to Vern Pierson and duties usually performed by a Chief Technology Officer; and, WHEREAS, the Board of supervisors wishes to delegate responsibility for the development of such a plan and the responsibilities of a Chief Technology Officer, including the oversight of the county's Information Vern Pierson shall be entitled to and shall receive additional compensation to bring his base hourly rate to $94.69, an amount 10% less than the hourly pay rate of the position of Sheriff, effective the next full pay period following Board approval. Pierson and shall not be assumed by any successor in the office of District Attorney. The assignment, delegation and transfer shall be separate from and in addition to his duties as District Attorney of El Dorado County. Attorney's office. No member of the District Attorney's office, except Vern Pierson, shall assume any duties responsibilities with respect to the operation of the Information Technologies Department. The additional compensation being paid to Vern Pierson is being paid in recognition of the additional duties he is assuming. Do a search on former Ione City Manager Kim Kerr and the $500K deficit scandal. Pay attention to the citizen comments in the Ledger Dispatch. Kerr brought CAO Terri Daly with her. The real question for EDC Supervisors is: if a background check was actually done, why would EDC want to take on that hornet nest? Doesn't EDC deserve better?

Findings, pgs. 6&7, “Amador County Civil Grand Jury Final Report” June 2012 –include: The City Manager for the fiscal period 2007-2011 did not demonstrate that she possessed the proper qualifications and expertise to perform the duties required for that position; on many occasions she provided insufficient or misleading information; she solely oversaw the expenditures for consultants and did not maintain proper payment procedures; the City Manager and City Council ignored complaints voiced by local citizens at City Council meetings concerning financial matters and problems surrounding the proposed wastewater treatment plant; the wastewater treatment plant proposed by the City Manager was not sustainable and did not have the financial infrastructure to implement.

The CAOs office also controls; Procurement & Contracts, Real Property ($50Million + for the new court house on the books, 1/4 million sq. feet in rentals/land), Buildings and Grounds, Risk Management, and I would guess the Water Agency budgets. Added to Parks and Recreatiion, DOT and Economic Devlopment I would say the BOS is firmly in control of El Dorado County Departments.

Until the current election is decided, most likely fall elections, this update is ill-advised. Two on the BOS, Knight and Nuttin, the Urban SACOG A-21 Planning Reps have been exposed and any planning or zoning issues should be delayed until the newly elected BOS can create a new planning group that contains rural counties and not the Sac Urban planning scheme which seeks to add over five thousand units of Govt. low income housing for "Fairness" and to "Redistribute" land in the county which simply will destroy this county with crime and misery and govt. control and all of the other things these housing projects bring. The BOS previous votes for High-Density development plans should be reviewed by the newly elected BOS. This SACOG A-21 "Sustainable" "Smart Growth" "Social Justice" attack on private property, rural lifestyle, and rural counties must be stopped with this election. The "High-Density" rezones, many of which are already approved or awaiting approval must be halted. What several on the BOS seem to want, either by being duped or otherwise, is compliance with this SB375 agenda, which is optional. Why would they, the county SACOG Reps. have signed on is a question that must be answered. The election should inspire a change, then begin the zoning update with new leadership.

We have asked for an audit of Ray's dealings with county money and nuttin has happened,now we see that the CAO has issues as does the DA, Sheriff,etc. and again nuttin will happen. If you did attend or view the May 15th BOS video, you'd know with certainty of the reality of Agenda 21 aka Sustainable Development. Arnold, do your own research to prove none exist. ICLEI, an arm of Agenda 21, has written template plans for local governments to adopt. Much of that "sustainable development" language is creeping into local general plans everywhere. I want to suggest you take a look at ICLEI as well as Democrats Against U.N. Agenda 21. Not on one side or the other...but as former planning staff, just to tell you the facts: in CEQA, you kick off the process with a "scoping" meeting. It IS informational, it is NOT a hearing. The meeting is to tell you what impacts they think the project will cause to the environment. Later, they will hold hearings, and the public is invited to give comments. When you verbally abuse staff at these hearings, they have the right to shut it down. No job is worth being threatened. Disrespecting staff does nothing for you. It does not get you any further. Being disruptive and uncivil will not make the process go away. The staff are doing their jobs. If you don't like the process, tell your legislators to change the law. Staff are working for a living, just like you. They have kids who are friends with your kids, and they are your neighbors. They have worked hard to get their education. As former staff, I followed the law. The BOS are the decision makers. It was up to me to give them an overview on a matter, the pros, the cons, and my recommendation (according to law, the best science, and a route that wouldn't lead them to lawsuits. They didn't always listen - hence the Oak Woodland Management Plan lawsuit they lost. They made that choice). Staff are not the enemy and they don't have an agenda. I was liked by as many developers as environmentalists as preservationists. Disliked equally, probably, because I didn't give anyone special treatment. I would like to see signs go up when there is a development action, as they do in Sacramento County. This would give people that do not immediately surround the property, but would be affected by change, information so that they can give comments. A good example of this would be the Tilden Park development in Shingle Springs. It would engage more people earlier in the process and would ultimately help the developer know what the concerns are of the neighborhood before spending money for a project that will be sued. To the original letter writer: my former colleagues have been working on the zoning ordinance since about 2007. It has been in front of the Planning Commission, the BOS, and EDAC many, many times. If you are interested in these types of things, I would recommend you check the county website, and perhaps attend hearings and meetings. They are all open to the public, and the agendas are posted a couple of days before.

In reply to Monique - I've been to MANY Planning, Scoping, City Council, BOS and other public meetings over the years. I've NEVER seen the public act disruptive or disrespectful to those in charge as you described. Quite the contrary, it has been the corrupt GOB in charge who've abused the privilege of their positions and exploited it to their personal advantage. Audio & video recordings bear testimony to the FACT that corruption has infected EDC like the Black Plague. Such despotic bureaucrats need to be exposed & removed from office. All you have to do is go on line and see for yourself. I suggest starting with the 5/15 BOS item #20 as 15 individuals very appropriately exercise their 1st Amendment rights. It starts at the top. BOS and City Council are known for their blatant disrespect for the Brown & Bagley-Keene Open Meeting Acts. The removal of Ex-Mayor Dave Machado is just ONE example of what can be accomplished when citizens unite, bring the truth to light and demand justice.

Here in California it's under the guise of the Sustainable Communities and Climate Protection Act of 2008, also know as SB375, and right now our Board of Supervisors are amending the General Plan and Zoning Ordinances to align with those policies. After wading though most of the 21 comments, which appear to be an organized effort to distract readers from comments having to do with the BOS. It appears to me that upper management hiring practices of El Dorado County appeared to be organized, and that the BOS are well aware of it, is that a crime, I don’t know. It also appears that most involved have something to do with either or both water and land use, is that a crime, again I don’t know. But, and old retired El Dorado County judge told me once, "there no such thing as a coincident in El Dorado County."

GOB Network--Don't ya just love it when the spotlight is finally put where it belongs--on the integrity & character of the BOS? Most will do/say anything to get your vote, then change their tune when it suits their own "AGENDA." Connect the DOTS to some of the other letters/articles involving BOS/DAgostini/Land Use/TAZ/DOT and the BIG picture will soon come into clear FOCUS.

A21 is Sustainable Development. It's not a conspiracy. The reality is it affects EVERY aspect of our local government--DOT, EDAC, SACOG, ICLEI, Environmental Management, Parks & Rec, Planning, General Plan, water, energy, etc. etc. So pick your poison and then DO something to stop the threat to our freedoms. Start by educating yourself instead of stabbing in the dark. I'm sure Knight & Nuttin-Doin will be happy to mentor you.

EDC needs to do a background check on what we've inherited from the Amador County, especially the City of Ione. Look at the dirt that's been swept under the rug...What in the world was the BOS thinking??? We're in for a heap o' trouble!

Interviewed, Kim Kerr said "The Grand Jury report was was released yesterday, and Ione was in it. I read it and didn't see anything in it that points to any malfeasance or other major problems that have been alleged in the city."

To Relax, Folks - that comment was posted over a year ago. Go back and revisit the Voice In Ione. The results of the Grand Jury investigation as well as the Ledger-Dispatch report will broaden your perspective.

I was directed to this article...I still cant believe people dont get that items are documented. The UN 21st century agenda is a document. And the people who do know--are trying to get the money...and hope their space doesnt go broke. The only thing I can think of--is that arrogance is thick here in this county...to believe they can do better than the other places that have gone bankrupt due to the same ideas...
