It is a one-time mistake for those who raise a stink. How many times have they collected such a fine without a refund because no one complained? Good for you to make your case public. Civil disobedience is not as common as it needs to be. People who cannot define their rights don't have any.

The fine is typical example of the Carol Patton crowd downtown...establish stupid parking requirements and then hit the people of Placerville with outrageous fees and fines (how about the Sewer/Water increase) to keep the stinking malfeasance of the City government continuing...If you like crooked politicians, Dirty Dave Machado the Felon exMayor of Placerville and good buddy of Carol Patton or failed scams like the Roundabout and Redevelopment, a vote for Carol Patton will fulfill that requirement...
