Mr. Martin, I don't know about the Sheriff. It's the Supreme Court that has water-downed the 4th Amendment with multiple exceptions. I think 95% of lawyers would agree of the almost demise of the 4th Amendment, with 5% (prosecutors) disagreeing. Please note I said I think, so let's not get involved in a extensive argument because I need a nap.
