		<description><![CDATA[I grew up in Boston, the site of British troops commandeering houses for their troops, and there is a long story about how they managed to dislocate families who were not loyal to the Crown, whilst leaving alone the Tories.  The addition to the US Constitution became somewhat obviated when the US had its own standing army, and the men returned home, presumably not allowed in their own house.  So it&#039;s one of those things which has outlived it&#039;s time.  On the other hand, if the government wants, it can just give the mission to the Department of Homeland Security.  Hey, they&#039;re not soldiers.  And I have been to the airport and can assure you they are no soldiers.]]></description>
