As you all know, California is in a drought. I have let my lawn die to conserve water in hopes of keeping some special shrubs alive and water my livestock. But you can drive around Placerville and watch Home Depot, Kmart, Walmart, Rite-Aid, etc. water all the plants they have for sale and watch the water run down the sidewalk and roads by the gallons. What is wrong with this picture?
