If you are held in a favorable light, money results.  The study may say that there is a problem, or may say that we have to look into it more, so need an additional grant.  Rarely will it say there is no problem.  One of the problems with the Global Warming area is that the people saying there is a problem get the money, while the people who say there is no problem, get no money.  There is global warming but the funding methodology results in skepticism.  You notice here that the answer is more government regulation, more permits and fees required, and a new bureaucracy.]]></description>
