		<description><![CDATA[This is all about reviewing past decisions and past history.  The newly elected did not have their fingerprints on those decisions so it can not possibly be correct.  Deferring the expenditure is certainly an alternative, but how long will the current configuration last and when do the fines kick in for having a substandard system.  Whatever the cost, it will not cost less tomorrow, 6 months from now or 6 years from now.  Grant money from Prop 50 will have more strings attached moving forward which diminishes the applied value of any future grant awards.  Being newly elected is not a certification of economic prowess.  The future for EID is proudly being previewed for their naysayers if they have their way.  Best of luck....]]></description>

He wants to spend money he doesn&#039;t have (The district is SHORT for the project BY... $1.5 million); He doesn&#039;t want to know WHY the $7 Million project now costs.... $2.5 Million MORE (Just build it, he says); He blocks paying court ordered costs that will run up thousands of $$$$ in legal fees AGAIN (He&#039;s done it twice before in his last term); and he even doubled the General manager&#039;s salary in 5 years without writing out a single paper saying WHY........ Who voted for this guy?  Daniel Webster must have been looking right at NORM when he wrote &quot;A Tax &amp; Spend Politician.&quot; (And he says he&#039;s a conservative. 		<description><![CDATA[The Auburn Lake Water Treatment Plant lack of budget preparation is a HUGE issue. How can a Board in its&#039; right mine go forward with a project est. to be over $10 million based on the information provided at the meeting, without any idea of where the funds to pay for the project are coming from. At the workshop discussing the ALT Plant the GM was asked to present a budget for this project to plan for the contingency of cost over the original $8.4 million. The 100% plans came in at $9.2 million with the 10% for change orders (the plan only allowed for 3%) the est. cost is over $10 million. The rate payers will ultimately be affected by this project once again if this Board does not act responsibly. The Board was only provided with the cost of the project and no information on the funding has been provided as was requested. Reasoning for the $9.2 were extras added to the project like they did not know that a sprinkler system was required by the fire department, I question how many change orders are going to be needed? Where will the extra est. $1.8 million come from?


For some more clarification, the General Manager provided no documentation of his authority to sign any contracts for the District. When questioned he said he could not find it and did not have time to look any further. The only document relating to the GM’s authority is the resolution passed in November of 2012 that was worded oddly. Clarification is needed to this document. I did not request any past contracts. The GM has the right as far as I am concerned to enter into contracts up to $10,000 for needed services or purchase of items for the District as long as the Board is provided a copy of the contract for informational purposes once signed by the GM.]]></description>
