		<description><![CDATA[GM (Paid $150,000/yr) sits on letter from State for 6 months....... He didn&#039;t USE his IN-HOUSE Engineer (Wanted to outsource).....  He doesn&#039;t tell the Board until Nov...... The ladies do all the work and get an extension to Feb. 1.... THEN the ladies on the BOARD are the ones that meet with the state ASAP...... THEN The ladies on the BOARD get the IN-HOUSE Engineer to meet with the State in Jan....... Norm Krizl kept saying &quot;No, no, no, we can&#039;t do it.  No, we can&#039;t do it.&quot; ..... Why wasn&#039;t the paper REPORTING ON THAT all this time???? .... Oh I forgot... It was saying how poor Hank was being picked on... If an employee paid $150,000 can&#039;t respond sooner than November to a March letter and can&#039;t use his resources within the department, there&#039;s something wrong with that District.  That&#039;s just plain POOR MANAGEMENT.... when the BOARD has to do all the work....]]></description>

		<description><![CDATA[While this article is better than most, Dawn left off that the Caltrans had been in discussion with the General Manager for over 6 MONTHS on this project and that the information provided from the General Manager was incomplete. The General Manager reviewed the plans and told Caltrans he needed more information from them but, it only took a FEW HOURS of meeting with the 2 employees to figure out what was needed from GDPUD. Why did the General Manager not send them 6 months ago? This is why the Director that met with Caltrans had different information to report back. It was not until the State sent a final notice and possible legal action that the Board stepped in and requested the 2 employees meet with Caltrans to resolve the issue. The General Manager was, as the Board members stated an engineer but after directly asked it was found that the General Manager was not a Practicing Engineer as the employee at the District. Another Board member asked why they had an engineer on staff if the District was not using them? This same employee stated that he would not use put his license on the line for this project at a prior meeting.
 As I see this, the GM wasted 6 months of time on something his staff addressed in hours and the District is paying for an engineer on staff they don’t use. What is going on with this place? 
After reviewing some of the article by this paper online and reviewing the comments. The documentation available online at the District’s website, the picture painted by this newspaper is as though this newspaper has a different agenda then presenting the factual news.]]></description>
