At its Thursday meeting, the El Dorado County Planning Commission took a first step in establishing a new West County animal shelter facility.

Up for consideration by the commission was whether or not the location of the animal shelter within an industrial park was compatible with the county’s General Plan.
Proposed plans for the shelter call for it to be located on a four-acre site on the west side of Capital Avenue and Enterprise Drive within the West Business Center in the Diamond Springs area. An existing building on the site is to be rehabilitated and a 2,500 square foot barn added along with paddocks for livestock and other large animals.
The surrounding area is all light industrial and commercial with a medium-density residential development west of the proposed facility.
Some residents and business owners spoke against the location of the animal shelter out of concern for what it would generate in the way of noise and odors. Others said such a facility didn’t belong in an industrial zone.
However Barbara Lee, coordinator of the Animal Shelter Coalition for El Dorado County, urged approval by the commission, saying that the county has plans to mitigate any noise and odors and those proposals will be discussed in more detail as the project moves forward.
After discussion, the commission agreed that the animal shelter facility is compatible with industrial zoning. However the commission left the door open for other sites to be considered by including in the motion that the facility doesn’t necessarily have to be located at the proposed site. Planning commissioners Dave Pratt, Walter Mathews and Rich Stewart voted for the motion. Commissioners Tom Heflin and Brian Shinault were absent.
The Planning Commission also approved plans to subdivide four parcels, totaling 8.6 acres, into eight residential lots within the West Valley Village in El Dorado Hills.
A special use permit request from the Georgetown Divide Recreation District (GDRD) was approved as well. The permit allows recreational uses, community meetings and events, weddings, family reunions and amplified music events. GDRD applied for the permit because it said it wanted to “legitimize the uses via the special use permit process.”
Staff reported they were holding interviews for the position of long-range planning director and they hoped to have someone on board in the next few weeks. They also expect that a draft of a sign ordinance will be coming to the commission soon.
The next meeting of the Planning Commission will be June 13, at 8:30 a.m. in the Building C Hearing Room, 2850 Fairlane Court, in Placerville.
