		<description><![CDATA[At some level, this is shuffling the deck chairs, but doing nothing perpetuates status quo.  Seems like there should be technical leads for the functional groups with a purely administrative lead overseeing the department.  Everything and everyone together under one roof for all things relating to projects.  Then projects can be assigned to a cross functional teams with specific turnaround times.  Price points for fees should be based upon &quot;market&quot; rates, not cost.  Efficiency is the basis for cost control.  EDC&#039;s biggest problem is a regulatory environment that is more restrictive than the state.  Why?  Why? Why?]]></description>

		<description><![CDATA[I have to agree with Sue Taylor&#039;s comments. We don&#039;t need three new high pay positions created, we need one mid level position created to serve in the capacity Jack Sweeney suggests. The three departments they are considering consolidating already exist under the same roof at building C, and all have a high paid director. We do not need another person and two underlings to supervise what we already pay for. However, in the interest of common sense we could consolidate the three directors we already pay for into one and save the taxpayers a significant amount of money.]]></description>

		<description><![CDATA[History seems to be repeating itself. The Amador Grand Jury recently accused Kim Kerr of, “providing insufficient or misleading information to the Ione City Council on many occasions, making it difficult or impossible for the City Council to cast intelligent votes”… “City Council and Kim Kerr ignored complaints voiced by local citizens and disregarded findings and recommendations of the previous year’s Grand Jury”…Kerr was also accused of, “ a conflict of interest”…”was alone in overseeing the unnecessary payments to the consultants and did not maintain proper payment procedures.” But, to be fair I feel like John Knight, everyone deserves a second chance. What really concerns me is our Board of Supervisor has positioned them selves to be able to quickly jump out of the way if Kerr’s recommendation implodes as similar recommendation have in the past. I would guess the real objective of the current board is, if Kerr’s recommendation is approved, to fast track a number of mega projects for approval for the right people during the ensuing confusing. The current BOS has failed to implement a workable process, leave it to the incoming BOS who will have the time to come up with a workable solution, what’s the rush?]]></description>
