Supes OK proposed 2013-14 CIP list

Staff from El Dorado County’s former Department of Transportation, now a division of the new Community Development Agency, presented its proposed Capital Improvement Projects list at a recent Board of Supervisors meeting. An annual exercise in long-range planning, the new CIP includes some projects from the 2012 list’s “future projects” element.

“The purpose of the Capital Improvement Program (CIP) is to provide strategic direction regarding Department of Transportation’s (DOT) capital project priorities over a five to 20-year horizon,” stated the CIP Executive Summary. “(A 20-year horizon applies to road improvement projects and a five to 10 year horizon applies to all other projects.) The CIP is a planning tool that DOT updates annually as new information becomes available regarding priorities, funding sources, project cost estimates and timing.”

DOT is responsible for West Slope Road/Bridge CIP; Capital Overlay and Rehabilitation Program (CORP); Tahoe Environmental Improvement Program (EIP); and the Airport Capital Improvement Program (ACIP).

Future Projects in DOT-speak are those that are included for the 11th to the 20th year of the planning cycle, which would fall in Fiscal Year 2022-2023 at the latest per current planning.

“Projects currently in a future category are projects within the 11th-20th year,” DOT engineer Claudia Wade explained in a recent e-mail. “Due to the fact that we are updating the CIP to the FY 13/14, then some of the projects that were in the 11th-20th year move up to the 10 year (based on information from the Traffic Studies done for the General Plan circulation element and other such reports).”

The updated CIP for this year includes interchange improvements at U.S. 50 and El Dorado Hills Boulevard. DOT projects a cost of $720,000 “in design.” Phase 1 of the Saratoga Way Extension project is $358,000, also in design. Phase 1 of interchange improvements at Highway 50 and Bass Lake Road will run $825,000 “in planning.” The U.S. 50 and Ponderosa Road Interchange and Durock Road Alignment design comes in at $750,000. The same figure, $750,000, applies to the interchange at U.S. 50 and Ponderosa Road with a realignment of North Shingle Road.

A pedestrian overcrossing design at Highway 50 and El Dorado Hills Boulevard is estimated at $670,000. Planning and design for interchange improvements are calculated at $398,000 at U.S. 50 and El Dorado Road. Widening White Rock Road (two lanes to four lanes) between Monte Verde Drive and the Silva Valley Parkway interchange is estimated at $2.18 million for planning and design. A similar project on White Rock (two lanes to four lanes) from Manchester Drive to the Sacramento County Line is set at $717,000. Planning and design for widening Green Valley Road from Salmon Falls Road to Deer Valley Road will be $1.86 million and El Dorado Hills widening between Lassen and Park Drive is projected at $178,000.

The total for the 12 projects is nearly $7.98 million.

Supervisors adopted the proposed CIP with the addition of three other items as part of the DOT overall recommendation. The additions are not funded from the CIP budget. The Diamond Springs Parkway construction project includes two additional lanes on Highway 49 north of Diamond Springs at a cost of $25 million.

A project to reconstruct Ice House Road’s surface was added to the proposed list. Financing for that project of $500,000 will come from a Sacramento Municipal Utilities District matching funds account under a right of way agreement with the county. A Radar Signal Controller Upgrade at El Dorado Hills Boulevard and Saratoga Way is estimated at $31,000.

Department documents highlight eight categories of analysis upon which the recommended CIP list was based and clarifies that they are presented “in no particular order.” They are: Operational Deficiencies; Available funding; Economic development; Site Limitations; Capacity; Development projects’ conditions of approval/ Regulatory requirements; and General Plan policies.

Decisions are also based on updates of the county’s Traffic Impact Mitigation fee program and on the results of an updated Travel Demand Model.

The Board of Supervisors will review the DOT proposal again early next month during the county’s annual budget hearings and make final decisions on the CIP in late September.
